그의 대표작품은 <Singin’ in the Rain>으로 진 켈리의 친구로 출연하였다.

일리노이즈 주, 시카고 출생. 어릴 때부터 춤을 배우고 추는 것을 좋아했다. 오코너는 1937년 영화에서 공연하였는데 12살 때 <Sing, You Sinners>에서 빙 크로스비와 함께 춤을 췄다. 파라마운트 픽처스 영화 <Tom Sawyer, Detective>, <Beau Geste>에 출연하였다.
1942년 유니버셜 피처스의 작품에 출연하였다. <Mister Big, 1943>, <Francis, 1949>, 빙크로스비의 <White Christmas> 오코너가 출연하였다. <Singin’ in the Rain>으로 골든 글로브 어워드 코미디, 뮤지컬 부문 남우주연상을 수상하였다.
NBC 프로그램 <Colgate Comedy Hour>을 진행하였고, 1970년 오스카 어워드와 에미어워드에 노미네이트 되었다. 1981년 영화 <Ragtime>에 출연하였고, 브로드웨이 작품 <Bring Back Birdie>에 출연하였다.  2003년 오코너는 심장마비로 78세로 사망하였다. 그는 2003년 아카데미어워드 공로상을 수상하였다.
